Major Source NSR Permitting

Thanks to our extensive major source permitting experience throughout the United States, we have a comprehensive understanding of the major source permitting programs and processes, no matter the location or scope of the project. PSD, NNSR, and Title V air permitting each include very different challenges for both site expansion projects as well as new, grass roots site development.

Early planning and strategy development are key to ensuring the success of your project. Initial review of permitting elements is a critical step we focus on. Project emission increase and netting evaluations, Best Available Control Technologies (BACT) or Lowest Achievable Emission Rate (LAER), emission credit needs, and air dispersion modeling are all key to identify potential capital costs or roadblocks during a project. Minor Source NSR Permitting

A minor source is a stationary source that emits, or has the Potential to Emit (PTE), regulated NSR pollutants. To be considered minor, emissions must be in quantities less than the major source thresholds under the PSD, NNSR, or Title V programs.

These are often pre-construction permits and, in most cases, should be received prior to the start of construction, any physical change, or a change in the method of operation. These permits are often critical path items for project financing and planning. Our knowledgeable staff understands these issues, along with the challenges that various federal programs may present. With our team’s comprehensive understanding of air quality permitting regulations, we develop inventive solutions that often result in the avoidance of major source permitting requirements, while giving the most operational flexibility.
